over 20 years of IT, network, and systems engineering, and technical
experience supporting various Federal Intelligence Agencies. His experience
includes systems design, systems integration, system administration, and
network management of various LAN/WAN Layer 2 and Layer 3 technologies, which

Brocade/Foundry, and Juniper routers and switches. His other experiences also
include UNIX and Microsoft Windows Workstation/Server Platforms, Active
Directory administration, Type1 Encryption devices (KG-75 and KG-175), and
Network Monitoring applications such as HP Operations Manager, HP Network
Node Manager, and HP Service Manager 7/9. His educational background includes

– 12/2014: Mr. Melendez supported the Global Enterprise Command Center (GECC)
as the TTO Lead and the Global Event Management (GEM) Desk Contractor Lead
managing 40 technicians of various levels performing network and system
monitoring and incident handling/resolution. Mr. Melendez also worked as the
Network Management Specialist IV responsible for the isolation and resolution
of network outages of mission critical circuits and systems throughout the
customer’s enterprise network. As a Network Management Specialist, he was
also responsible for monitoring the enterprise network utilizing various network
monitoring and reporting tools such as HP Operations Manager (OML), HP
Network Node Manager (NNMi), and HP Service Manager 9. 5/2007
– 7/2011: Mr. Melendez performed as Senior Network Engineer on NGA’s
WAN Services Team (WST) and is responsible for the agency’s overall network
stability and progression to an MPLS and Ethernet based network. He was
also a technical leader for NGA’s Library Consolidation Program (LCP)
providing network assessment, design, and engineering for the customer in an
effort to transition various image libraries to the St. Louis Image Library

– 9/2002: Mr. Melendez was responsible
for configuring, deploying, maintaining, and monitoring NGA’s ATM and
Ethernet network equipment from vendors such as: Marconi, Fore, Foundry and
Cisco. He was also responsible for handling all aspects of systems
administration such as, server administration and maintenance, user account
administration, MS Exchange accounts, backups, system performance and
monitoring, troubleshooting, disaster recovery, and security for NGA’s Server
Farm. Mr. Melendez was responsible for over 50 Windows NT 4.0 servers
on Unclassified/Classified LANs, performing as Exchange Servers, SMS Servers,
File and Print Servers, Information Servers, and Domain Controllers for both
Master and Resource Domains, running WINS, DHCP, MS Exchange 5.5, Quota
Advisor, and other vital services. He built multiple Compaq Proliant
Series Servers utilizing Compaq proprietary software to conform to agency
baseline and also implemented an automated virus definition update system
utilizing an FTP Server and McAfee Antivirus on the client
workstations. He was the lead in the Security Accreditation of a

7/1992 – 2/1996: Mr. Melendez worked
as a systems operator and analyst in the Directorate of Information
Management (DOIM) office on Fort Irwin, CA. He served in a developmental capacity and performed a variety of
technical assignments involving analysis, development, design, programming,
testing, debugging, and implementation. He was responsible for
maintaining documentation and providing instructions to computer operations
utilizing the IBM JCL programming language and recovering from system
failures. He coordinated closely with customers to resolve all system
problems locally or through higher headquarters contract. Security
